Visibility settings in Instant Feedback

In the Instant Feedback module, there are 4 different visibility options.

1. Employees: the person this note is about is the only person who can see the note. Not even account admins can see this. Think about it as if you were sending a private email directly to one person.
2. Managers + HR Administrators: the person this note is about cannot see the note at all. The note is only visible to people with the HR Administrator privilege and the subject's manager (and manager's manager and so on).
3. Employees + Managers + HR Administrators [DEFAULT]: Same as above (item #2) except the people mentioned in the feedback can also see the note 
4. Public: anyone and everyone in the organization can see this note
